How do you format the constituency code's From Date in order to have DD/MM/YYYY format? Basically how do you append zero value where there is an only one digit in the month or the date?

You don't need to do anything with single digit months or days. Crystal can handle that. What you need to worry about are fuzzy dates like "2000" or "6/2000", where day and sometimes the month are missing.
