How do I use the import feature in Raiser's Edge to set up new NetCommunity user accounts?

I performed an export from Raiser's Edge of the constituent record (including ID), added fields for User ID and Password, and then imported the fields back into Raiser's Edge. I am able to log-in, but I do not see the community links that should be available (for example, Profile Form, Profile Display, Giving History, etc.).
