You would create a Constit query. For criteria, I usually go under addresses and ask for all email addresses that are not blank. But be forwarned . . . this will NOT pick up people who are contacts, but not full constituents. You'll have to do a second relationship query for contacts with emails. To add insult to injury, you can't merge the two because they are two different types of queries. We are debating whether to make everyone a constituent, in part because of this. Good luck.
