    Is there any means by which to restrict the purchase of tickets to an event on PEO to individuals who recieve an password, or special invitation?

     Perhaps something as simple as a hidden event that you can only get to if you know the url to go to?

    It's got to be done with a customization for a password protected onsale.  It costs about $5,000.00  I know, I know...  Once implemented it works great, and you can handle other restrictions with the packages & coupons module.
