Has anyone purchased and used any simple software or document management system to create a searchable database to be use for a Policy & Procedures manual?

We haven't but I would be really interested to hear if there is a product available.

The only thing I have seen used that works well is Acrobat.  You can imbed anything scanned into the document and then search for words etc in Reader when using.
