When I developed our training plan, I started by looking at all the descriptions of the Blackbaud University courses. I looked at all teh major tasks that were going to be performed by our staff, as well as all the major functions of RE. Once these were identified, I lookeda tall the different types of users we had in our org. In consultation with team leaders, we decided "someone with this responsibility will need to be trained on X, Y, and Z" If you start by trying to figure out what your staff will needto know when you consider them "fully trained" you can work backwards to help develop what you need to do to achieve it.
