This is my standard header for updating RE addresses.  The new address data (with new ImportID) is first, followed by the old address data. You will need to import phones separately (I create an import file from my current list and export it, update the ImportIDs, and import the file).  If this is just an address formatting update (NCOA) then you can just "update existing records" on the import.
