Membership and Constitutent Queries - Two different results?

Currently we run a membership query to provide the infromation for our renewal notices but I want to start using a constitutent query with the same information so I can gloablly add an action to records.

So I created a new query with the same exact criteria, the slight difference to the queries is in the output.  Instead of MEMBER Primary Addressee, Salutation, Line 1, LIne 2, City, State and Zip; it is just Primary Adressee and Salutation and Preferred Adress lines.

The problem is I am receiving a different amount of records.   135 in the membership query and 144 in the constitutent query.

Can anyone explain to me why the results are different?   Thanks!
