Can an unused scholarship be considered a tax deductable donation?

    Can an unused scholarship be considered a tax deductable donation?

    One of our constituents has opted to only used 2/3 of the scholarship available to his child's tuition. He would like the other 1/3 to go towards another student who needs additional financial aid.

    The great debate in the office is weather or not that 1/3 is considered a donation to the school? And if it is, can it be a tax deduction?

     Thanks for any advice, insight, etc.
