Billing 2004/05 a month early

We offer three plans, 1, 2 and 9 payment billing. We need to send out our first billing in June 2003 for 2004/05 billing year. We date the statements in June, but the "charge" is dated in the new fiscal year of July 2004. The problem comes when in between the June and July statement, miscellaneous charges get tacked on, for example: after school care, PE Clothes, Textbooks not turned in, etc. The parents don't understand that we can Pre-bill tuition but then get miscellaneous charges later? How can we make it simpler for our parents to read the statements?
